How the total is built

A PELCO II residential bill is the sum of several groups of charges. The largest is usually generation — the cost of the electricity itself. After that come transmission (moving power across the national grid), ancillary service (reserve services that keep the grid stable), system loss, distribution (PELCO II's own delivery charge), government taxes, and universal charges mandated by law. Each is calculated per kilowatt-hour or as a fixed amount, then added together. Most of your bill is made up of costs PELCO II passes through from other providers, not charges PELCO II sets on its own.

Cooperative, not a franchise holder

Why there's no Local Franchise Tax on your bill

Every other utility on this site — Meralco, Angeles Electric, San Fernando Electric, Cabanatuan Electric, and Dagupan Electric — is a private company operating under a local government franchise, and pays a Local Franchise Tax that shows up as its own line. PELCO II is different: it's a member-owned electric cooperative regulated by the National Electrification Administration, not a franchise holder. That's why a PELCO II bill has no Local Franchise Tax line, and this calculator doesn't add one.

The biggest single charge

The generation charge

Generation is the cost of producing the electricity you used, and it is usually the largest single part of your bill. PELCO II buys electricity from power suppliers and passes that cost through to you. Because it's a pass-through cost, the generation charge can differ from one month to the next depending on what power costs during that billing period. When your total bill changes even though your usage stayed about the same, the generation charge is the most common reason.

Taxes

How PELCO II shows VAT

PELCO II itemizes value-added tax across several components — you'll see separate VAT lines for generation and system loss, one combined line for transmission and ancillary service (billed as one line on the bill's own VAT section), plus separate percent-based VAT lines for distribution and for the bill's "Other Charges" section, rather than a single lump sum. The total tax you pay is the sum of these lines.

Pampanga II Electric Cooperative (PELCO II) is the distribution utility for Mabalacat City, Guagua, Lubao, Porac, Sta. Rita, Sasmuan and Bacolor in Pampanga, plus resettlement areas in Sta. Lucia (Magalang), Model Community (Porac), and Palmayo and Mawacat (Floridablanca). Its head office is in Guagua. If you live outside this franchise area — including other parts of Pampanga served by PELCO I or PELCO III — your electricity is likely provided by a different utility, and this calculator's PELCO II rates will not match your bill. Check the utility name printed on your own bill to be sure.
