VAT is charged per component
AEC prints the VAT on each energy charge — generation, transmission, ancillary service and system loss — as a peso-per-kWh amount, not a percentage. Distribution, supply and metering are taxed at 12%. Universal charges, FiT-All, GEA-All, the lifeline subsidy, real property tax, business tax and the energy tax carry no VAT.

What is the AEC rate per kWh for August 2026?
There is no single rate. An Angeles Electric residential bill is a set of separate charges: generation at ₱7.7119/kWh, transmission at ₱0.3995/kWh, system loss at ₱0.7935/kWh, plus AEC's distribution charge, universal charges and taxes. All in, a 200 kWh household in Angeles City pays about ₱13.21 per kWh this month.
Why is the all-in rate higher than the generation charge?
Generation is the biggest single component but not the whole bill. Transmission, system loss, AEC's distribution charge, government-mandated universal charges, the FiT-All renewable subsidy, VAT and local taxes are added on top. The all-in effective rate is the total divided by your consumption.
Why does my rate per kWh differ from my neighbour's?
Fixed monthly charges — supply and metering — spread over fewer kWh in a low-usage month, which raises your average rate per kWh. Above 650 kWh an energy tax also applies to the excess. Local franchise and business taxes are set locally too.
