AEC's VAT is charged differently than you might expect
On an AEC bill, the VAT on generation, transmission, and system loss is listed as its own per-kWh rate, not as a flat percentage added at the end. This is a real difference in how the bill is structured, and it's why a simple "add 12% to everything" estimate won't match an AEC bill exactly. This calculator uses AEC's published per-kWh VAT rates so the total matches your actual bill.

The "Lifeline Rate Subsidy" line appears on every bill
Every AEC residential bill includes a small "Lifeline Rate Subsidy" line, currently ₱0.0100 per kWh. This is a universal charge that all customers pay to help fund the lifeline program. It is not the same as the lifeline discount itself. The lifeline discount, which reduces the bill for qualifying low-income households, is separate and is not applied automatically based on usage. Under RA 11552, it requires registration and approval. So seeing the "Lifeline Rate Subsidy" charge on your bill does not mean you are receiving the discount, and it does not mean you are eligible for it.

Frequently asked questions
Why is my AEC bill different from a Meralco bill for the same usage?
AEC and Meralco are separate distribution utilities with their own approved rates, so the same number of kilowatt-hours produces a different total. The bill structure also differs in places, such as how VAT is presented. This calculator uses AEC's own published rates.
What is the REC Rate on my AEC bill?
The REC (Renewable Energy Certificate) rate is a small per-kWh charge, currently ₱0.0211, shown as a separate line on AEC bills. It appears consistently across residential bills.
Does low usage automatically lower my AEC rate?
No. The lifeline discount for qualifying low-income households requires separate registration under RA 11552; usage alone does not trigger it. The small “Lifeline Rate Subsidy” charge on every bill is a universal fee, not a discount.
